3. Nature of Toura’s Relationship with Service Providers

Depending on the nature of the Service, Toura may act as a technology platform, intermediary, or marketing or booking channel between the User and the Service Provider.

In cases where the Service Provider is the party that actually provides the Service to the User, the contract relating to the performance of that Service may be directly between the User and the Service Provider, with Toura acting as an intermediary or a platform for completing the booking, payment or communication, depending on the nature of the Service.

The Service Provider is responsible for:

  • The accuracy of the information it provides to the Platform.
  • The availability of the Service.
  • Performing the Service in accordance with the announced details.

Toura has the right to request proof of the existence of licenses or permits or of the fulfilment of the necessary requirements, and it also has the right to suspend or remove any Service Provider or Service in the event of a violation or a suspicion of non-compliance.

4. Compliance with Saudi Laws

The User and the Service Provider undertake to use the Toura platform in accordance with the laws and regulations in force in the Kingdom of Saudi Arabia.

Depending on the nature of the use, this includes the laws and regulations relating to e-commerce, tourism, personal data protection, intellectual property, combating cybercrime, consumer protection, payments, electronic advertising and other relevant laws.

Within the scope of its application, Toura is committed to complying with the statutory requirements that apply to its activity.

5. Account Creation

Some Toura services may require creating an account.

6. Eligibility to Use

The User must have the legal capacity to enter into the contracts and obligations arising from the use of the Platform.

If the User is a minor, the Platform must be used and services obtained with the consent and supervision of a parent or legal guardian whenever this is required by law.

Toura has the right to refuse or cancel any transaction if it finds that the statutory eligibility requirements are not met or that there is a reasonable suspicion of misuse of the Platform.

7. Bookings

When making a booking, the User undertakes to provide the required information correctly.

A booking is considered confirmed once the required steps have been completed and a booking confirmation has been displayed to the User, unless the Service details provide otherwise.

Some Services may be subject to the availability of seats, capacity or the Service Provider’s approval.

Toura undertakes to display the information available to it about the Service as clearly as possible, including the price, terms, schedules and cancellation policy, whenever such information is provided by the Service Provider.

9. Payments

Payments are made through the payment methods available on the Platform or through approved payment service providers.

Toura does not retain full bank card data except to the extent permitted by law and necessary to provide the Service, and payment data may be processed through specialized payment service providers.

The User acknowledges that some payment transactions may be subject to the terms and conditions of the payment service provider in addition to these Terms.

Cancellations and refunds are subject to the specific terms of each Service, which are presented to the User before or during the booking process, depending on the nature of the Service.

Some Services may be:

  • Fully refundable.
  • Partially refundable.

13. Tour Guides

If tour guiding services are provided through Toura, the Service Provider must meet the statutory requirements and hold the licenses necessary to practise tour guiding.

The guide is responsible for providing the Service in accordance with the approved laws, standards and requirements.

Toura has the right to request license details and verify them before making the guide available for booking or during the period in which the Service is provided.

Toura does not permit tour guiding to be practised through the Platform in a manner that violates the requirements of the Ministry of Tourism.

The Ministry of Tourism confirms that a tour guide license entitles its holder to guide and accompany tourists at tourist sites, subject to specific licensing requirements. (MT.gov.sa)

14. Activities Requiring Licenses

A Service Provider may not offer or provide any activity on Toura if the activity requires a license, permit or governmental approval that the Service Provider has not obtained.

Cancellation, Return and Refund Policy

Toura Platform – تورا

Last updated: 4 October 2026

This Policy explains the mechanism for cancelling bookings and recovering amounts paid through the Toura – تورا platform, which is owned and operated by Money Solutions Investments Group (شركة حلول المال للاستثمار القابضة).

This Policy aims to clarify the rights and obligations of the User and the Service Provider with regard to bookings, cancellations and refunds.

This Policy applies in addition to the specific terms of each Service or booking, taking into account the laws and regulations in force in the Kingdom of Saudi Arabia.

1. Scope of the Policy

This Policy applies to services booked or purchased through Toura, including:

  • Tourism activities and experiences.
  • Trips and tours.
  • Tour guide services.
  • Events.
  • Entertainment experiences.
  • Other tourism services available through the Platform.
  • Any future services provided by Toura.

Cancellation and refund terms may differ from one Service to another depending on the nature of the Service and the Service Provider’s terms.

2. Cancellation Policy for Each Booking

Before the payment is completed, Toura presents to the User, subject to the availability of the information, the booking and cancellation terms specific to the Service, including:

  • Whether cancellation is possible.
  • The deadline for cancelling free of charge.
  • The percentage or value of the refundable amount.
  • Cancellation fees, if any.
  • The cases in which the booking is non-refundable.
  • Any terms specific to the Service Provider.

The User is deemed to have accepted the booking terms specific to the Service upon completing the booking, without prejudice to any rights granted to the User by law.

3. Refund Categories

Bookings on Toura may be classified into one of the following categories:

A. Fully refundable booking

The User has the right to cancel the booking within the period specified in the booking details and recover the amount in accordance with the terms shown at the time of booking.

B. Partially refundable booking

The User may cancel the booking within the specified period, and part of the amount will be returned to the User after deducting the fees shown in advance.

C. Non-refundable booking

Some Services may be non-refundable due to the nature of the Service or the Service Provider’s terms, and this must be made clear to the User before the booking is completed.

D. Booking refundable until a specific time

The Service Provider may allow cancellation free of charge until a certain time or date, after which the cancellation fees shown in the booking details may apply.

4. How to Request a Cancellation

The User may cancel a booking by:

  1. Logging in to their account in the Toura application.
  2. Going to the My Bookings section.
  3. Selecting the booking to be cancelled.
  4. Selecting Cancel Booking.
  5. Reviewing the expected refund amount, if any.
  6. Confirming the cancellation request.

If the cancellation option is not available electronically, the User may contact Toura customer service through the official support channels.

5. Timing of the Cancellation Request

The time at which the cancellation request is recorded in Toura’s systems is the time that counts.

Where the Service terms specify a particular time for cancellation, the request must be submitted before the specified period expires.

Example:

If the booking terms allow free cancellation until 8:00 PM on 10 October, a cancellation request submitted after that time may be subject to the cancellation terms applicable to the booking.

6. Refund of Amounts

Where the User is entitled to a refund, Toura processes the refund using the payment method used for the purchase, unless there is a legal or technical reason requiring another method to be used.

The amount may take additional time to appear in the bank account or on the card, depending on:

  • The bank.
  • The payment company.
  • The type of card.
  • The banking network.
  • The technical procedures associated with the refund process.

Toura is not responsible for delays caused by the bank or the payment service provider after the refund has been issued on its side.

7. Service Fees and Booking Fees

If there are service fees or booking fees, they will be disclosed to the User before the transaction is completed.

The booking details specify whether these fees are:

  • Refundable.
  • Non-refundable.
  • Partially refundable.

No undisclosed fees are charged to the User.

8. Cancellation of a Booking by the Service Provider

If the Service Provider cancels a confirmed booking for reasons that fall within its responsibility, the User is entitled, depending on the nature of the case, the booking terms and statutory rights, to:

  • A refund of the amount due.
  • Or choose an alternative Service when available and with the User’s agreement.
  • Or receive a credit/compensation if this is available and permitted.

The Service Provider may not cancel a booking in a manner that violates its contractual obligations or applicable laws.

9. Cancellation of a Booking by Toura

Toura may cancel or suspend a booking in exceptional cases, such as:

  • A material technical error.
  • Unavailability of the Service.
  • The Service Provider not meeting statutory requirements.
  • Suspicion of a fraudulent transaction.
  • A payment problem.
  • Circumstances beyond control.
  • Requirements or orders issued by a competent authority.
  • A risk to the User’s safety.

In cases where the User is entitled to a refund, the amount is processed in accordance with the law and the booking terms.

10. User No-Show

If the User does not attend the Service location or appointment without cancelling the booking in accordance with the specified terms, the booking may be treated as a No-show.

This may result in:

  • No entitlement to a refund.
  • Or a partial refund.
  • Or the application of no-show fees.

No-show terms must be made clear to the User at the time of booking, where applicable.

This does not apply if the no-show results from a reason that entitles the User to a refund under the law or the booking terms.

11. Arriving Late for the Service

Arriving after the scheduled time may result in the User being unable to benefit from the Service.

In this case, the booking terms specific to the Service apply.

The User must arrive at the specified time, especially for activities that require advance arrangements, tickets or time-bound bookings.

12. Changing the Booking Date or Time

If the Service allows the date or time to be changed, the User may request the change in accordance with the terms shown in the booking.

Changing the date or time may be subject to:

  • Availability of time slots.
  • Change fees.
  • A price difference.
  • The Service Provider’s approval.

A request to change the date or time does not cancel the booking unless the change is confirmed through Toura.

13. Changes to the Service by the Service Provider

If the Service Provider changes a material element of the Service, such as:

  • The date.
  • The time.
  • The location.
  • The nature of the activity.
  • The duration of the activity.
  • A material element of the agreed Service.

the User may have the right to:

  1. Accept the change.
  2. Choose a suitable alternative when available.
  3. Request a refund if this is due under the law and the booking terms.

14. Weather Conditions

Some tourism activities may be affected by weather conditions.

If the Service Provider cancels the activity due to weather conditions or for reasons relating to the safety of participants, the booking is handled in accordance with the Service Provider’s policy, the booking terms and the relevant laws.

The options may include:

  • Rescheduling the activity.
  • Replacing the activity.
  • Refunding the amount.

The terms for handling weather conditions must be clear to the User before booking, whenever they are relevant to the nature of the activity.

15. Exceptional Circumstances and Force Majeure

Circumstances beyond the reasonable control of the Service Provider or Toura may occur, such as:

  • Natural disasters.
  • Exceptional weather conditions.
  • Epidemics.
  • Wars.
  • Unrest.
  • Governmental decisions.
  • Closure of tourist sites.
  • Emergencies.
  • Any similar circumstances beyond reasonable control.

In these cases, the booking is handled in accordance with the law, the Service terms and the nature of the case, while making reasonable efforts to offer the User a suitable solution.

16. Services Requiring Advance Booking or Purchase

Some tourism services are booked or prepared specifically for the User and may be subject to different cancellation terms.

The User must review the Service terms before completing the payment.

Restrictions relating to non-refundability or cancellation fees, where applicable, are shown before the booking is completed.

17. Services Provided by a Third Party

Where the Service is actually provided by an independent Service Provider, that provider’s cancellation and refund terms may form part of the booking terms.

Toura presents these terms to the User based on the information provided by the Service Provider.

The Service Provider remains responsible for performing the Service in accordance with the contract and applicable laws.

Toura assists the User in handling cancellation and refund requests according to the nature of its role in the process.

18. Refunds Due to a Problem with the Service

If the User considers that the Service was not provided substantially as described, they may submit a request or complaint through Toura.

It is preferable to submit the complaint as soon as possible and to attach supporting material, such as:

  • Photos.
  • Video.
  • Receipts.
  • Booking details.
  • A description of the problem.
  • Any related documents.

Toura reviews the request and contacts the Service Provider when necessary.

Submitting a complaint does not automatically mean entitlement to a refund, as the case is assessed based on the booking and Service details, the evidence and the relevant laws.

19. Cases of Not Using the Service

Not using the Service is not, by itself, an automatic reason for a refund if the booking is non-refundable or if the free cancellation period has expired.

The booking terms that the User agreed to at the time of purchase apply, taking into account statutory rights.

20. Partially Refunded Amounts

When a partial refund is due, the User is shown the amount refunded or the method of calculating it, according to the booking system.

Previously disclosed fees may be deducted, if the Service terms allow this.

21. Errors in Prices or Bookings

In the event of an obvious technical or administrative error that caused a price, availability or booking details to appear incorrectly, Toura may take the necessary measures to correct the error, including cancelling the booking where it is impossible to fulfil.

If the booking is cancelled due to an error on Toura’s part, the amount paid by the User is refunded as required by law and the circumstances.

22. Fraud or Misuse of the Refund Policy

It is prohibited to use the Refund Policy fraudulently, including:

  • Submitting false claims.
  • Using forged documents.
  • Claiming non-receipt of the Service despite having used it.
  • Manipulating bookings.
  • Exploiting refund systems repeatedly or unlawfully.
  • Using multiple accounts to circumvent restrictions.

Toura has the right to take appropriate action when misuse is suspected, including suspending the account, verifying the request and rejecting the claim where there is no statutory entitlement.

23. Disputes with the Service Provider

In the event of a dispute between the User and the Service Provider concerning the quality or performance of the Service, the User may contact Toura to open a support request.

Toura makes reasonable efforts to help resolve the dispute according to its role in the booking process.

These procedures do not prevent the User from exercising any statutory right against the Service Provider or any other party.

24. Amounts Refunded to a Different Card or Account

Amounts are refunded, whenever possible, to the original payment method used for the purchase.

Toura may request additional information or documents in cases where the refund cannot be made to the original payment method, in accordance with the requirements of the payment provider and the relevant laws.

25. Gift Cards and Credits

If Toura offers credits, gift cards, wallets or rewards in the future, they will be subject to specific terms disclosed when they are issued.

Credits or rewards are not convertible into cash unless the product terms or applicable laws provide otherwise.

26. Loyalty and Rewards Programs

If a booking that earned points or rewards is cancelled, the points associated with the booking may be cancelled or deducted in accordance with the loyalty program terms.

The loyalty program terms set out the details specific to each type of reward.

27. Bank and Payment Provider Fees

Toura does not bear fees imposed on the User by the bank or the payment service provider as a result of the refund process, where such fees are beyond Toura’s control and are not part of the fees imposed by Toura.

Any fees imposed by Toura will be disclosed before the transaction is completed whenever this is required.

28. Contact Regarding Refunds

The User may track the status of a refund request through the application, if this feature is available.

Toura customer service can also be contacted through:

29. Compliance with Saudi Laws

This Policy does not aim to exclude or limit any right or protection granted by law to the User or the consumer.

In the event of a conflict between a provision of this Policy and an applicable statutory provision, the statutory provision applies to the extent required.

30. Updates to the Refund Policy

Toura may update this Policy from time to time to keep pace with:

  • Regulatory changes.
  • Changes to the business model.
